Abstract:

The article analyzes the practice of targeted programming as a tool for innovative development of the Chelyabinsk region. Some features of development were revealed, approval and maintenance of special programs at different levels. The place is targeted programs of innovative development in the management of innovative activity in the Chelyabinsk region. The directions of development of innovative activity in accordance with the Strategy of socio-economic development of the Chelyabinsk region until 2020. The target programs "Development of Innovative Activity in Chelyabinsk Region" were analyzed: the purposes of programs, target indicators, planned and actual values of target indicators were stated, the efficiency of implementation of programs was estimated (the integrated indicator, which is defined as the relation between the coefficient of achievement of planned indicative gauges and the coefficient of completeness of using budgetary funds, was calculated). The data of the Federal Statistics Service are given; it confirms the level of innovation development of the Chelyabinsk region. The problems of the innovation infrastructure are revealed , as well as in the development and implementation of programs , causing a low level of effectiveness of targeted programs of innovative development
