Abstract: The article presents the results of a study of the factors determining the use of state authorities of the subjects of Russia bonds to raise funds in the budgets. Econometric model was built. It is stated that the decision on accommodation of bonds the most significantly affected by two factors: 1) the size of the deficit of the state budget; 2) the total amount of accumulated state debt. Not found confirmation of the hypothesis of a significant correlation between the values of inflation and the size of the funds attracted as a result of placing bonds.
